Police Sergeant                                          FLSA Status:  Non-Exempt

General Definition of Work

Performs difficult protective service work supervising a squad, enforcing laws, investigating crimes, collecting evidence, maintaining records and files, preparing reports, and related work as apparent or assigned.  Work is performed under the limited supervision of the Police Lieutenant and Deputy Police Chief.  Continuous supervision is exercised over assigned team personnel.

Essential Functions

Performs duties in accordance with the City's keys to excellent customer service; encourages and promotes a culture of excellent customer service.

Serves as team supervisor and operates patrol vehicle or specialized police equipment or walks on an assigned shift, to observe for violations of traffic laws, suspicious activities or persons and disturbances of law and order; assists with directing and supervising activities of a shift; reviews officer’s reports and paperwork for correctness; processes evidence.

Responds to radio dispatches and answers calls and complaints; backs up officers in emergency situations; monitors calls for police service to provide necessary supervision and responds to scenes as required.

Ensures policies and procedures are adhered to by assigned personnel.

Prepares and executes search and arrest warrants; manages informants; testifies in court.

Prepares and reviews subordinate officer paperwork, reports and court documents to ensure complete and accurate records.

Orders, issues and maintains inventory of department issued equipment.

Receives and responds to internal and external inquiries and complaints.

Plans, assists with and coordinates multi-jurisdictional projects and assignments; prepares and makes presentations to the public on various topics.

Serves as an investigations sergeant; assigns cases to division staff; assists with and participates in investigations; conducts surveillance; serves court orders on department personnel to ensure attendance at court.

Serves as a training sergeant; maintains department training standards through the development and implementation of training sessions; schedules officers for training classes; makes travel arrangements; supervises the field training officer program; maintains departmental training and qualification records.

Serves as a recruiting sergeant; processes applications; administers promotional program; administers and manages pre-screening and interview process; coordinates background investigations, medical and polygraph testing; prepares and presents conditional offers to applicants; coordinates orientation of new personnel; maintains accreditation files.

Assists with recruiting and selecting department personnel; assigns, directs, trains, inspects and evaluates the work of assigned staff; recommends rewards, transfers, promotions, demotions, suspensions and terminations; coaches, counsels and disciplines staff; develops staff schedules.

May be required to work outside normal work hours in on-call and emergency situations.

 

Knowledge, Skills and Abilities

Thorough knowledge of the laws and regulations relating to law enforcement administration; thorough knowledge of departmental rules and regulations; thorough knowledge of city laws and ordinances; thorough knowledge of the geography of the City and the location of important buildings; skill in using firearms and operating a motor vehicle; ability to communicate ideas effectively in both oral and written formats; ability to assign, direct and supervise the work of subordinate staff; ability to deal with the public firmly and tactfully; ability to analyze complex police problems and to adopt quick and effective reasonable courses of action; ability to operate personal computer including some knowledge of applicable software packages; ability to establish and maintain effective working relationships with associates, governmental agency representatives and the general public.

 

Education and Experience

Associates/Technical degree with coursework in political science, criminal justice, or related field and considerable experience in law enforcement services including minimal supervisory experience, or equivalent combination of education and experience.

 

Physical Requirements

This work requires the regular exertion of up to 10 pounds of force and occasional exertion of up to 100 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel and reaching with hands and arms, frequently requires sitting and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, tasting or smelling, pushing or pulling and lifting; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions, frequently requires working near moving mechanical parts and working in high, precarious places and occasionally requires exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to the risk of electrical shock, working with explosives, exposure to vibration and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).

 

Special Requirements

Possession of Basic Law Enforcement certification.

Must meet and maintain all department and State training and education requirements for position.

Valid driver's license in the State of North Carolina.
