Recreation Program Manager FLSA
Status: Exempt
General Definition of Work
Performs advanced
professional work planning, organizing, implementing and supervising recreation
programs and activities, overseeing and participating in promotional
activities, preparing and maintaining recreation program files and records,
preparing reports, and related work as apparent or assigned. Work is performed under the general direction
of the Parks and Recreation Director.
Divisional supervision is exercised over all personnel within the
division.

Essential Functions
Performs
duties in accordance with the City's keys to excellent customer service; acts
as a team or group leader in the implementation of adopted City outcomes and
goals.
Answers
questions, concerns and complaints for the Recreation Division.
Reviews
and revises plans and operating procedures of a diversified recreation program.
Plans,
prioritizes, assigns, supervises, develops, promotes and oversees the
Recreation Division; monitors programming performance measurements throughout
the year and keeps accurate records pertaining to each measure.
Recruits,
hires, trains, supervises and evaluates staff for recreation programs; provides
orientation regarding policies and procedures; initiates and coordinates needed
personnel transactions regarding classification, compensation, evaluation,
promotion, transfer, discipline and termination of staff in conjunction with
the Human Resources Department and the Parks and Recreation Director; works
with employees to correct deficiencies and maintains supporting documentation.
Recommends
and assists with implementing department policies, goals and objectives;
interprets policies for program staff and participants; establishes schedules
and methods for providing a comprehensive parks and recreation programs to
serve all population groups within the City.
Markets
programming and oversees the programming efforts of subordinate staff.
Serves
as a consultant in the parks and recreation expertise area to staff and to
local organizations and groups within the City.
Compiles
data for and prepares required records and routine, statistical and or
technical reports.
Establishes
schedules and methods for providing comprehensive Parks and Recreation programs
to serve all population groups within the City.
Conducts
routine inspections of recreation centers to ensure consistent operation and
ensure proper safety and maintenance procedures are being followed; monitors
programs and offering results.
Participates
in the annual budget preparation and manages the daily administrative function
of recreation programming and budget
administration necessary to conduct business; monitors expenditures, purchasing
needs, and inventory.
Determines
capital project needs and prepare bid specifications and performance contracts
as needed; inspects projects under construction and develop operating procedures
when facility is completed.
Promotes
programs and services to the community through community and business
partnerships.
Attends
various meetings and conferences.
Knowledge, Skills and Abilities
Thorough
knowledge of the philosophies, principles and practices of professional
recreation work; thorough knowledge of the principles and methods of multi-disciplined
recreation class instruction; general knowledge of the social behavior of all
age groups; ability to efficiently schedule and coordinate use of recreation
facilities; ability to assess recreation needs of the community and to develop
and implement appropriate programs; ability to prepare reports; ability to
communicate effectively, both orally and in writing; ability to establish and
maintain effective working relationships with associates and activity
participants.
Education and Experience
Bachelor's
degree with coursework in park and recreation administration, or related field
and considerable experience in professional recreation work, or equivalent
combination of education and experience.
Physical Requirements
This work
requires the frequent exertion of up to 10 pounds of force and occasional
exertion of up to 25 pounds of force; work regularly requires sitting and
speaking or hearing and occasionally requires standing and walking; work has
standard vision requirements; vocal communication is required for expressing or
exchanging ideas by means of the spoken word; hearing is required to perceive
information at normal spoken word levels; work requires preparing and analyzing
written or computer data; work frequently requires exposure to outdoor weather
conditions; work is generally in a moderately noisy location (e.g. business
office, light traffic).
Special Requirements
Possession of or
ability to acquire Parks and Recreation Professional certification within one
year of employment.
Valid driver's
license in the State of North Carolina.
