Regulatory Compliance Technician                 FLSA Status:  Non-Exempt

General Definition of Work

Performs intermediate skilled administrative support work providing assistance for pretreatment programs, preparing program reports, maintaining files, updating permit compliance data, and related work as apparent or assigned.  Work is performed under the moderate supervision of the Environmental Services Manager.

Essential Functions

Performs duties in accordance with the City's keys to excellent customer service.

Prepares and maintains pretreatment program files and reports as needed for compliance with state requirements.

Maintains up-to-date permit compliance data on industrial discharges.

Assists with conducting annual industrial pretreatment inspections, collecting industrial monitoring samples and preparing industrial and local discharge permits.

Prepares sewer surcharge and analytical billing statements.

Prepares and submits discharge monitoring reports.

Ensures compliance with safety policies and procedures.

Answers questions and provides information to the public; investigates complaints and takes corrective action as necessary.

Assists with developing and implementing goals, objectives, policies and procedures for the division in conjunction with SRU management.

 

Knowledge, Skills and Abilities

General knowledge of pretreatment program operations, environmental control programs and regulations; general knowledge of department standard operating procedures, applicable federal, state and local laws, codes, ordinances, and regulations; ability to communicate ideas effectively, both orally and in writing; ability to prepare and maintain detailed compliance records and reports; ability to establish and maintain effective working relationships with regulatory agency officials, government officials, associates and the general public.

 

Education and Experience

High school diploma or GED and moderate experience in water/sewer operations and programs, or equivalent combination of education and experience.

 

Physical Requirements

This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting and speaking or hearing and occasionally requires standing and walking; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

 

Special Requirements

Valid driver's license in the State of North Carolina.
