Residuals Supervisor                                   FLSA Status:  Non-Exempt

General Definition of Work

Performs intermediate skilled technical work planning, organizing and directing the transportation, dewatering and land application of residuals, coordinating the work of  subordinate staff, supervising the performance of preventative maintenance on facility buildings and equipment, maintaining records and files, preparing reports, and related work as apparent or assigned.  Work is performed under the limited supervision of the Plant Operations Manager.  Continuous supervision is exercised over Residuals Operator.

Essential Functions

Performs duties in accordance with the City's keys to excellent customer service; encourages and promotes a culture of excellent customer service.

Plans, organizes and directs assigned staff in the transport, de-watering and land application of residuals from the water and wastewater treatment plants.

Assists in the preparation of the division annual budget sections pertaining to water, wastewater and residuals treatment; approves and monitors expenditures authorized in the budget.

Reviews and recommends improvements to wastewater treatment plant standard operating procedures.

Ensures compliance with safety procedures and regulations as well as State and Federal codes and laws.

Communicates with representatives from regulatory agencies, contractors, landowners and the general public concerning issues about the residuals operations and product availability.

Prepares and maintains daily treatment plant operation records; submits annual reports to regulatory agencies.

Maintains equipment and material supply inventory;

Assists in the initiation, conduct, review and coordination of needed personnel transactions, including recruitment, selection, classification, compensation, evaluation, promotion, transfer, discipline and termination as directed by the Plant Operations Manager and SRU Management.

Implements and reviews goals and objective for residuals collection.

Oversees and evaluates work performed by contractors or outside agencies on wastewater treatment plant facilities.

Collects samples from treatment process and analyze for process and quality control; maintains accurate records of operational and quality control parameters.

Performs the duties of a Residuals Operator when necessary.

 

Knowledge, Skills and Abilities

Thorough knowledge of operations and maintenance of wastewater treatment plants and residuals dewatering facilities; thorough knowledge of principles and practices of wastewater treatment; thorough understanding of the City's standard operating procedures as they pertain to wastewater treatment plant operations; thorough knowledge of pertinent federal, state and local laws, codes and regulations related to water/sewer utility; ability to perform basic fiscal and budgetary functions of a water/sewer utility; ability to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals; ability to effectively carry out a variety of activities related to water/sewer utility; ability to establish and maintain effective working relationships with associates, consultants, engineers, landowners, governmental agency representatives and the general public.

 

Education and Experience

High school diploma or GED and considerable experience in residual plant operations and management, or equivalent combination of education and experience.

 

Physical Requirements

This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires standing, walking, speaking or hearing and using hands to finger, handle or feel, frequently requires lifting and occasionally requires sitting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using measuring devices, operating machines and observing general surroundings and activities; work frequently requires working near moving mechanical parts and exposure to outdoor weather conditions and occasionally requires exposure to fumes or airborne particles and Bodily Fluids; work is generally in a moderately noisy location (e.g. business office, light traffic).

 

Special Requirements

Possession of North Carolina Residual Land Application and Grade II Wastewater Treatment Plant Operator certifications.

Valid commercial driver's license in the State of North Carolina.
