SCADA Technician/Systems Analyst                FLSA Status:  Non-Exempt

General Definition of Work

Performs intermediate skilled technical work installing, calibrating and maintaining supervisory control and data acquisition (SCADA) equipment, programmable logic controllers (PLC), remote terminal units (RTU) and other equipment related to the water and wastewater treatment facilities, water distribution system and sanitary sewer collection system, and related work as apparent or assigned.  Work is performed under the limited supervision of the Plant Operations Manager.

Essential Functions

Performs duties in accordance with the City's keys to excellent customer service.

Installs, calibrates and maintains supervisory control and data acquisition (SCADA) equipment, programmable logic controllers (PLC), remote terminal units (RTU) and other equipment related to the water and wastewater treatment facilities, water distribution system and sanitary sewer collection system.

Installs software, hardware and peripherals; diagnoses and repairs hardware and software problems; maintains current software backups of all SCADA system personal computers, PLC's and RTU's.

Serves as liaison to outside consulting regarding SCADA system.

Troubleshoots iFix V3.5, Motorola MOSCAD and ACE RTUs, and WIN-911 alarm notification system.

Makes hardware and software modifications to existing equipment and controls as needed, including electrical changes, scripts, logic, reports and graphics.

Ensures adequate inventory of spare parts and materials needed to repair control systems in a timely manner.

Creates and maintains preventative maintenance schedules for all SCADA hardware and software; performs preventative maintenance accordingly.

Performs system performance analysis and monitoring; adjusts system accordingly to provide optimal performance.

Monitors and maintains SCADA system remote access and security.

Acts as backup network administrator for installation, upgrades and maintenance of personal computers and related hardware and software for city-wide services.

Maintains written records and maintenance manuals.

Participates in budget preparation including cost estimates, expenditure justification and budget control.

Coordinates repairs to limit excessive down time and overtime.

Works in conjunction with the water treatment and wastewater treatment Operations Managers to schedule and prioritize repairs and upgrades.

Ensures compliance with safety policies and procedures.

Operates CADD and other computer equipment to create electrical drawings and control panel layouts.

Assists in preparation and/or review of plans and specifications for projects that have a SCADA component.

May be required to work outside normal work hours in on-call or emergency situations.

 

Knowledge, Skills and Abilities

General knowledge of automation, instrumentation and controls, including discrete and analog I/O, PCs, PLC/RTU logic, DCS, sensors and calibration instruments; general knowledge of personal computer software tools used to analyze, troubleshoot, monitor and maintain personal computers and SCADA hardware and software; general knowledge of installation, maintenance and troubleshooting of Microsoft Windows operating systems; general knowledge of network test equipment and testing procedures; general knowledge of LAN and WAN networks, including configuration, monitoring and troubleshooting of wired, wireless (telemetry) and fiber systems, and familiarity with standard network protocols, including TCP/IP, NetBIOS and proprietary protocols used in SCADA systems; general knowledge of databases and report writing with MS Access and SQL; general knowledge of Motorola MDLC communication protocol; general knowledge of personal computer hardware including maintenance, component replacement, RAID drive systems and troubleshooting; ability to read wiring diagrams and modify as necessary; ability to use digital multimeters to verify proper operation of digital inputs and outputs, 0/4-20mA analog inputs and outputs, power supplies and serial links; ability to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals; ability to prioritize outstanding issues in order to maintain the overall system reliability with lowest possible downtime; ability to analyze, interpret, summarize and present administrative and technical information and data in an efficient, effective manner; ability to communicate ideas effectively, both orally and in writing; ability to establish and maintain effective working relationships with consulting engineers, associates and the general public.

 

Education and Experience

High school diploma or GED and considerable experience of an increasingly responsible nature in computer hardware and software, specifically automation and control or closely related field, or equivalent combination of education and experience.  Associates/Technical degree preferred.

 

Physical Requirements

This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, lifting and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts and observing general surroundings and activities; work occasionally requires exposure to the risk of electrical shock; work is generally in a moderately noisy location (e.g. business office, light traffic).

 

Special Requirements

Possession of or ability to obtain appropriate software and hardware certifications.

Valid driver's license in the State of North Carolina.
