Senior Engineer                                                 FLSA Status:  Exempt

General Definition of Work

Performs difficult professional work directing and supervising the utility planning activities, services, programs and staff, serving as staff support the various boards and commissions, maintaining records and files, preparing reports, and related work as apparent or assigned.  Work is performed under the general direction of the Utilities Director.  Divisional supervision is exercised over all personnel within the division.

Essential Functions

Performs duties in accordance with the City's keys to excellent customer service; encourages and promotes a culture of excellent customer service.

Exercises overall supervision of and responsibility for SRU GIS function; assists in the recruitment and selection of personnel; assigns, directs, inspects and evaluates the performance of assigned personnel; recommends rewards, transfers, promotions, suspensions and demotions; coaches, councils and disciplines staff; develops staff schedule.

Organizes, coordinates, facilitates, prepares and maintains technical research through the use of modeling and technical calculations for activities as required by state, federal and other regulatory agencies.

Prepares and maintains plans as required by state, federal and other regulatory agencies.

Develops and maintains computer-based models.

Organizes, coordinates, facilitates, prepares and maintains SRU information and strategies regarding the Yadkin River and High Rock Lake.

Prepares and maintains long-term tactical plans for expansion of SRU service area.

Provides assistance to other City departments and outside agencies in regards to planning and development projects or activities.

Provides assistance to customers in the area of GIS mapping.

Provides assistance to Salisbury/Rowan Economic Development Commission.

Serves as a client community representative, including attending various board and council meetings.

Participates in the Yadkin Pee-Dee River Basin Association.

 

Knowledge, Skills and Abilities

Thorough knowledge of the advanced principles and practices of utilities planning; thorough knowledge of economics and municipal finance as they apply to planning; thorough knowledge of current literature and recent developments in the field of planning; general knowledge of the principles and practices of civil engineering as they relate to planning and subdivision design and control; ability to interpret and analyze technical and statistical information and to prepare and present technical oral and written reports; ability to establish and maintain effective working relationships with associates, City officials, other agencies and the general public.

 

Education and Experience

Bachelor's degree with coursework in planning, engineering, geography, or related field and extensive experience in planning, engineering or GIS related work, or equivalent combination of education and experience.  Master's degree preferred.

 

Physical Requirements

This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires sitting and speaking or hearing and occasionally requires lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

 

Special Requirements

Valid driver's license in the State of North Carolina.
