Senior Systems Analyst                                        FLSA Status:  Exempt

General Definition of Work

Performs intermediate professional work coordinating the conversion of geographic information to digital data, updating database, maintaining records and files, preparing maps, and related work as apparent or assigned.  Work is performed under the general direction of the assigned department supervisor.  Continuous supervision is exercised over assigned personnel.

Essential Functions

Performs duties in accordance with City's keys to excellent customer service; acts as a team or group leader in the implementation of adopted City outcomes and goals.

Plans, implements and manages centralized enterprise geo-database; administers and supports GIS and AutoCAD software; generates custom maps and provides data for customers upon request .

Supervises assigned division personnel.

Participates in state level committees related to GIS implementation, administration and archiving.

Researches and reviews GIS technology changes; determines best implementation for City purposes.

Creates and maintains online mapping solution using ArcGIS server.

Verifies and inputs data into GIS system; modifies and edits existing data; provides data development services and project support to departments.

Creates and maintains GIS division website; works with technology services towards GIS-integrated work order system.

Conducts introductory and intermediate level GIS training; creates in-house training materials.

Makes recommendations in the hiring, training, discipline, and development of subordinate employees.

 

Knowledge, Skills and Abilities

Thorough knowledge and skill in operating tabular and graphic display and output devices associated with geographic information systems and other land information systems; thorough knowledge of manual and digital cartographic techniques and standards and traditional map production processes; comprehensive knowledge of GIS software and desktop office software; thorough knowledge of database management concepts and structures; ability to comprehend technical specifications for manual, computer-aided/automated cartographic products;  ability to effectively communicate ideas both orally and in writing; ability to establish and maintain effective working relationships with associates, elected officials, vendors, consultants, and the general public.

 

Education and Experience

Bachelor's degree with coursework in geography, computer science, or related field and moderate experience in the use of geographic information systems, or equivalent combination of education and experience.

 

Physical Requirements

This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel and occasionally requires standing, walking and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, using measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

 

Special Requirements

Possession of Geographic Information Systems Professional certification.

Valid driver's license in the State of North Carolina.
