Solid Waste Management Division Manager FLSA Status: Exempt
General Definition of Work
Performs
difficult professional work planning, coordinating and overseeing the work of
the City’s solid waste collection operations, receiving and processing service
requests, preparing and maintaining various files and records, and related work
as apparent or assigned. Work is
performed under the general direction of the Public Services Director. Divisional supervision is exercised over all
personnel within the division.

Essential Functions
Performs
duties in accordance with the City's keys to excellent customer service; acts
as a team or group leader in the implementation of adopted City outcomes and
goals.
Organizes,
directs and manages divisional activities including business and residential
refuse collection.
Develops,
implements and reviews division goals, objectives, policies and procedures
including those assigned by the City Council, the City Manager and department
heads.
Coordinates
division activities with other city departments, outside agencies and
organizations.
Directs,
oversees and participates in developing the division work plan; assigns and
coordinates work activities, projects and programs; monitors work flow; reviews
and evaluates completed work, methods and procedures.
Prepares
the division annual budget; approves and monitors expenditures authorized in
the annual budget.
Directs
the City's front-end collection and recycling programs.
Provides
or coordinates staff training.
Initiates,
conducts, reviews and coordinates needed personnel transactions including
recruitment, selection, classification, compensation, evaluation, promotion,
transfer, discipline and termination.
Provides
staff assistance to the Public Services Director and the City Manager.
Makes
adjustments to routes as required.
Responds
to various citizen inquiries and complaints; explains sanitation policies to
residents.
Knowledge, Skills and Abilities
Thorough
knowledge of refuse collection and disposal requirements and procedures;
thorough knowledge of materials, methods and practices of refuse collection and
disposal; thorough knowledge of the various types of equipment used in the
collection and disposal of refuse; thorough knowledge of the hazards and safety
precautions of the work; ability to plan and supervise the work of others;
ability to establish and maintain effective working relationships with elected
officials, contractors, consultants, engineers, associates and the general
public.
Education and Experience
Associates/Technical
degree with coursework in business administration, or related field and
considerable experience in sanitation operations and management, or equivalent
combination of education and experience.
Bachelor's degree preferred.
Physical Requirements
This work
requires the frequent exertion of up to 10 pounds of force and occasional
exertion of up to 25 pounds of force; work regularly requires sitting and
speaking or hearing and occasionally requires standing and walking; work has
standard vision requirements; vocal communication is required for expressing or
exchanging ideas by means of the spoken word; hearing is required to perceive
information at normal spoken word levels; work requires preparing and analyzing
written or computer data, operating machines, operating motor vehicles or
equipment and observing general surroundings and activities; work has no
exposure to environmental conditions; work is generally in a moderately noisy
location (e.g. business office, light traffic).
