Street Division Manager FLSA
Status: Exempt
General Definition of Work
Performs
difficult skilled technical work planning, coordinating and directing the
installation, maintenance and repair of streets and related facilities,
preparing and maintaining appropriate records and files, and related work as
apparent or assigned. Work is performed
under the general direction of the Public Services Director. Divisional supervision is exercised over all
personnel within the division.

Essential Functions
Reviews,
inspects, and calculates costs for driveway cuts for permit issuance purposes.
Reviews,
inspects and calculates costs for driveway cuts for permit issuance purposes.
Directs,
oversees and participates in developing the division work plan; assigns and
coordinates work activities, schedules, projects and programs; monitors work
flow; reviews and evaluates completed work, methods and procedures.
Develops,
implements and monitors various street, sidewalk, storm water and utility
maintenance and construction projects and programs.
Prepares
construction cost estimates and orders materials.
Coordinates
and manages seasonal yard waste, leaf collecting, snow removal and ice control
programs.
Manages,
inspects, and controls the City's yard waste and composting center.
Plans,
coordinates and implements Americans with Disabilities Act requirements
regarding streets, sidewalks and curbs.
Coordinates
division activities with other city departments, outside agencies,
organizations, developers and property owners.
Prepares
the division annual budget; approves and monitors expenditures authorized in
the annual budget.
Initiates,
conducts, reviews and coordinates needed personnel transactions, including
recruitment, selection, classification, compensation, evaluation, promotion,
transfer, discipline and termination.
Prepares
and submits reports for division payroll; manages, schedules and approves
employee vacation, sick and other leave.
Maintains
records for billings as required.
Submits
purchase orders, check requests and other accounts payable related filings;
approves and submits division Visa card purchasing details
Serves
on various boards and committees.
Evaluates
and makes determinations on department vehicles and equipment; submits requests
for repair or replacement of department assets.
Knowledge, Skills and Abilities
Thorough
knowledge of materials, methods and practices essential to the construction and
repair of streets and related facilities; thorough knowledge of the methods and
practices of civil engineering as applied to various aspects of street
construction and storm drainage
installation, maintenance and repair; skill in operating construction and
maintenance equipment; ability to prepare and administer a budget; ability to
read engineering plans; ability to establish and maintain effective working
relationships with associates, vendors, contractors, state and local officials
and the general public.
Education and Experience
Associates/Technical
degree with coursework in business administration, industrial management, or
related field and extensive experience in street maintenance and/or
construction, or equivalent combination of education and experience.
Physical Requirements
This work
requires the occasional exertion of up to 10 pounds of force; work regularly
requires standing and speaking or hearing, frequently requires walking, sitting
and using hands to finger, handle or feel and occasionally requires reaching
with hands and arms and lifting; work has standard vision requirements; vocal
communication is required for expressing or exchanging ideas by means of the
spoken word; hearing is required to perceive information at normal spoken word
levels; work requires preparing and analyzing written or computer data, visual
inspection involving small defects and/or small parts, operating motor vehicles
or equipment and observing general surroundings and activities; work regularly
requires exposure to outdoor weather conditions and occasionally requires
working near moving mechanical parts and exposure to fumes or airborne
particles; work is generally in a loud noise location (e.g. grounds
maintenance, heavy traffic).
Special Requirements
Possession of or
ability to obtain designated certifications within one year of employment.
