System Architect / System Engineer FLSA Status: Exempt
General Definition of Work
Performs
intermediate advanced technical work designing, installing and maintaining
voice, video, and data services for the broadband network, training and
coaching support staff, troubleshooting the system, maintaining records,
preparing reports, and related work as apparent or assigned. Work is performed under the limited
supervision of the Telecommunications Utility Director. Continuous supervision is exercised over
assigned personnel.

Essential Functions
Performs
duties in accordance with the City's keys to excellent customer service;
encourages and promotes a culture of excellent customer service.
Designs,
installs, and administers the data, voice, and video network for the City.
Assisting
with initiating, conducting, reviewing and coordinating needed personnel
transactions including, recruitment, selection, classification, compensation,
evaluation, promotion, transfer, discipline, and termination.
Coordinates
activities with the

with vendors, consultants and staff to design, test, and implement system
upgrades.
Prepares
and maintains appropriate documentation and reports.
Develops,
reviews, and implements new product offerings.
Designs
and implements testing and monitoring policies and procedures.
Installs,
administers and monitors administrative systems.
Knowledge, Skills and Abilities
Thorough
knowledge of the planning, design and engineering of the City's broadband
network; thorough knowledge of the standards, materials, techniques and
equipment used in the installation, maintenance and repair of network equipment
and facilities; thorough knowledge of broadband transmissions; thorough
knowledge of department and city policies and procedures and relevant federal,
state and local laws and regulations; thorough knowledge of the use of
specialized computer programs to design and manage a fiber optic network;
ability to develop a long range development program to establish, expand, and
upgrade the City's broadband network; ability to plan and supervise operations;
ability to prepare detailed reports and maintain records; ability to establish and
maintain effective working relationships with associates, vendors, consultants
and the general public.
Education and Experience
Bachelor's
degree with coursework in engineering, computer science, electronics, or
related field and extensive experience in network design and installation, or
equivalent combination of education and experience.
Physical Requirements
This work
requires the frequent exertion of up to 10 pounds of force and occasional
exertion of up to 25 pounds of force; work regularly requires sitting, speaking
or hearing and using hands to finger, handle or feel and occasionally requires
standing and walking; work has standard vision requirements; vocal
communication is required for expressing or exchanging ideas by means of the
spoken word; hearing is required to perceive information at normal spoken word
levels; work requires preparing and analyzing written or computer data, visual
inspection involving small defects and/or small parts, using measuring devices,
operating motor vehicles or equipment and observing general surroundings and
activities; work occasionally requires exposure to outdoor weather conditions;
work is generally in a moderately noisy location (e.g. business office, light
traffic).
Special Requirements
Possession of
appropriate networking, manufacturing, video headend and fiber optic network
certification.
Valid driver's
license in the State of
