Systems Analyst II                                       FLSA Status:  Non-Exempt

General Definition of Work

Performs difficult skilled technical work creating maps and analyses for projects utilizing existing data or Geographic Information System, performing system analysis, programming and training, developing, writing, implementing and testing computer systems and programs, providing technical support; training users, maintaining records and files, and related work as apparent or assigned.  Work is performed under the limited supervision of the assigned department supervisor.  Limited supervision is exercised over program interns.

Essential Functions

Performs duties in accordance with the City's keys to excellent customer service; encourages and promotes a culture of excellent customer service.

Maintains and develops GIS data layers; prepares and disseminates analyses and maps based on GIS data.

Conducts mapping research in the field; collects data using GPS field equipment; verifies and ensures data accuracy.

Operates computer system to create and update maps using GIS software; verifies and inputs data into GIS; modifies and edits information.

Creates custom and/or special maps for City departments and customers.

Reads and interprets plat maps, land use maps and aerial maps.

Answers questions and provides general GIS information to other City departments and the general public.

Assists with planning and implementing GIS database; translates work flow and project specifications into GIS database designing; creates project documentation.

Assists in assigning and directing work of program interns; provides training.

 

Knowledge, Skills and Abilities

Thorough knowledge of principles, practices, hardware, software and equipment related to local government information systems; thorough knowledge of computer applications programming and program design methods; general knowledge of the methods and practices used in scheduling computer operations, providing required control and security of all data input and output in the department; thorough knowledge and skill in operating tabular and graphic display and output devices associated with geographic information systems and other land information systems; thorough knowledge of manual and digital cartographic techniques and standards and traditional map production processes; ability to analyze problems, develop alternative solutions, and implement solutions including user training; ability to develop processing procedures for the performance of municipal information services; ability to comprehend technical specifications for manual, computer-aided/automated cartographic products; ability to effectively communicate ideas both orally and in writing; ability to establish and maintain effective working relationships with associates, developers, consultants, engineers, and the general public.

 

Education and Experience

Bachelor's degree with coursework in geography, computer science, or related field and considerable experience in the use of geographic information systems, programming/systems development, or equivalent combination of education and experience.

 

Physical Requirements

This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting and speaking or hearing and occasionally requires standing and walking; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

 

Special Requirements

Possession of or ability to obtains a Geographic Information Systems Professional certification within five years of employment.

Valid driver's license in the State of North Carolina.
