Telecommunications Manager                               FLSA Status:  Exempt

General Definition of Work

Performs difficult professional work planning, implementing and directing the maintenance of the City's electronic communication devices, preparing reports and maintaining files, and related work as apparent or assigned.  Work is performed under the general direction of the Information Technologies Manager.  Divisional supervision is exercised over all personnel within the division.

Essential Functions

Performs duties in accordance with the City's keys to excellent customer service; acts as a team leader in the implementation of adopted City outcomes and goals.

Manages telecommunications operations; maintains tower site and antenna contracts.

Prepares and maintains a variety of reports and records.

Maintains and repairs radio system and dispatch controls.

Installs equipment in municipal vehicles and equipment.

Repairs and maintains SCADA system; makes SCADA equipment recommendations

Maintains and installs video equipment; maintains logging recorder.

Keeps accurate and timely radio changes in the radio management systems.

Ensures telecommunication billings are done accurately and in a timely manner.

Assists in maintenance of IP phones and switches.

Monitors and maintains City UPS systems.

Repairs and maintains conventional back up systems; assists in security and several sites within the City.

Negotiates with vendors for telecommunications equipment and services.

Maintains awareness of upcoming technology and state of the art equipment.

Installs and assists in the maintenance of the City wireless network.

Participates, assists and recommends in the recruitment and selection of personnel; assigns, directs, trains, inspects and evaluates the performance of personnel; participates in and recommends rewards, transfers, suspensions and terminations; coaches, councils and disciplines staff; develops staff schedules.

 

Knowledge, Skills and Abilities

Thorough knowledge of the repair and maintenance of electronic communications devices and related equipment; thorough knowledge of the methods, materials and equipment used in the electronics trade; thorough knowledge of basic electrical theory, computer hardware and devices, communication networks and the operation of electronic equipment; thorough knowledge of the necessary safety precautions of the trade; ability to read and interpret electrical and electronic diagrams and specifications; ability to plan and supervise the work of subordinates; ability to establish and maintain effective working relationships with associates, consultants, engineers and the general public.

 

Education and Experience

Bachelor's degree with coursework in telecommunications, electronics, or related field and considerable experience in telecommunications/electronics repair, maintenance and management, or equivalent combination of education and experience.


 

Physical Requirements

This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires standing, walking, speaking or hearing and using hands to finger, handle or feel, frequently requires sitting and occasionally requires lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operating machines and observing general surroundings and activities; work frequently requires exposure to outdoor weather conditions and occasionally requires exposure to the risk of electrical shock; work is generally in a moderately noisy location (e.g. business office, light traffic).
