Traffic Operations Manager                                   FLSA Status:  Exempt

General Definition of Work

Performs difficult skilled technical work planning, organizing, implementing, directing and reviewing the activities of the Traffic Operations Division of the Public Services Department including signs, pavement markings, traffic signal systems and maintenance of telecommunications and electric devices, and related work as apparent or assigned.  Work is performed under the general direction of the Engineering and Developmental Services Director.  Divisional supervision is exercised over all personnel within the division.

Essential Functions

Performs duties in accordance with the City's keys to excellent customer service; acts as team or group leader in the implementation of adopted City outcomes and goals.

Organizes, directs and manages division activities including installation, maintenance and repair of signs, pavement markings, the signal system, telecommunication and electrical devices.

Develops, implements and reviews division goals, objectives, policies and procedures including those assigned by the City Council and the City Manager.

Coordinates division activities with other city departments, outside agencies, contractors and organizations.

Prepares the division annual budget; approves and monitors expenditures authorized in the annual budget.

Provides or coordinates staff training.

Initiates, conducts, reviews and coordinates needed personnel transactions including recruitment, selection, classification, compensation, evaluation, promotion, transfer, discipline and termination in conjunction with the Human Resources Department and department heads.

Provides staff assistance to the Public Services Director and the City Manager; participates on boards, commissions and committees as required.

Responds to various citizen inquiries and complaints, some of which may be difficult and sensitive to resolve.

May be required to work outside of normal work hours in on-call and emergency situations.

 

Knowledge, Skills and Abilities

Thorough knowledge of the tools, materials and equipment used in maintaining and installing traffic signs and street markings; thorough knowledge of traffic signal installation, wiring and controls; thorough knowledge of safety precautions related to work; ability to understand and follow written and oral instructions; ability to use common hand tools; ability to operate street and lane marking machinery and equipment and a bucket truck; ability to establish and maintain effective working relationships with associates, governmental agency representatives and the general public.

 

Education and Experience

High school diploma or GED and extensive experience in traffic operations or electronics work, or equivalent combination of education and experience.

 

Physical Requirements

This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting and speaking or hearing, frequently requires using hands to finger, handle or feel and occasionally requires standing and walking; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions and occasionally requires working near moving mechanical parts and exposure to vibration; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).

 

Special Requirements

Valid commercial driver's license in the State of North Carolina.
