Transit Manager                                                 FLSA Status:  Exempt

General Definition of Work

Performs complex professional work planning, directing, coordinating and supervising transit systems operations, services and staff, preparing and maintaining records and files, and related work as apparent or assigned.  Work is performed under the general direction of the Public Services Director.  Divisional supervision is exercised over all personnel within the division.

Essential Functions

Performs duties in accordance with the City's keys to excellent customer service; acts as team or group leader in the implementation of adopted City outcomes and goals.

Organizes, directs and manages division activities including transportation services, route scheduling, and coordinating maintenance; assigns, coordinates and evaluates work assignments, activities and programs.

Develops, implements and reviews division goals, objectives, policies and procedures including those assigned by the City Council, the City Manager and department heads.

Coordinates division activities with other city departments, outside agencies and organizations.

Directs, oversees and participates in developing the division work plan; assigns and coordinates work activities, projects and programs; monitors work flow; reviews and evaluates completed work, methods and procedures.

Prepares the division annual budget and manages all grant related monies received from federal and state resources; approves and monitors expenditures authorizes in the annual budget.

Provides or coordinates staff training.

Initiates, conducts, reviews and coordinates needed personnel transactions including recruitment, selection, classification, compensation, evaluation, promotion, transfer, discipline and termination; develops staff schedules;

Oversees the drug and alcohol testing and reporting program.

Responds to various citizen inquiries and complaints.

Prepares grant applications, contractual agreements, requests for reimbursement of state and federal share of funds; prepares various financial and status reports; manages contract maintenance program.

Interprets, implements and monitors compliance with federal and state regulations, mandates, policies and procedures.

Participates in the city and county emergency action planning team, boards and commissions as requested.

Contacts vendors and negotiates prices for supplies; prepares specifications and oversees equipment purchases; maintains equipment inventory.

Directs the division marketing and advertising program.

Assists auditors and the North Carolina Department of Transportation with annual compliance audit.

Assists and oversees the preparation of equipment specifications; maintains equipment inventory.

Attends meetings and represents the division; prepares and makes presentations for the City Council and the City Manager; attends meetings for the Public Services Director as directed.

 

Knowledge, Skills and Abilities

Thorough knowledge of the principles, practices, methods and equipment related to public transit operations; thorough knowledge of the geography of the service area; general knowledge of federal, state and local laws governing vehicular movements; ability to plan and supervise a diverse staff; ability to prepare and supervise market survey studies and prepare promotional programs; ability to communicate technical ideas effectively, orally and in writing; ability to prepare and present financial reports; ability to prepare and maintain complex financial records, prepare and monitor an operating budget; ability to establish and maintain effective working relationships with  elected officials, associates and the general public.

 

Education and Experience

Bachelor's degree with coursework in transportation administration finance, or related field and considerable experience in coordinating general operations in a local government setting, or equivalent combination of education and experience.

 

Physical Requirements

This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting and speaking or hearing and occasionally requires standing and walking; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

 

Special Requirements

Valid driver's license in the State of North Carolina.
