General Definition of Work
Performs intermediate technical work locating water and sewer lines,
preparing and maintaining associated records, performing inspections on new
water/sewer connections to ensure ordinance compliance, and related work as
apparent or assigned. Work is performed
under the moderate supervision of the Assistant Systems Maintenance Manager. Continuous supervision is exercised over
assigned crew members.

Essential Functions
Performs duties in accordance with the City's keys to
excellent customer service; encourages and promotes a culture of excellent
customer service.
Locates water and sewer lines as needed by the department or
by other utilities who request information from the Utilities Locating Company
(ULOCO).
Reports SRU water and sewer connections and other maintenance
and construction work to ULOCO.
Prepares and maintains accurate records of all water and
sewer connections and other SRU maintenance and construction work for ULOCO
reference; ensures that record keeping procedures meet ULOCO standards.
Performs follow-up inspections on new water/sewer connections
to ensure compliance with City ordinances regarding connections and billing.
Supervises, coordinates and reports on duties associated with
projects supervised during on-call duty; supervises assigned crew in the repair
of water and sewer lines.
Investigates water/sewer customer complaints and responds
appropriately.
Assists SRU Engineering Division by providing information and
locating water/sewer lines on projects, as necessary.
Assists SRU Planning and Research Division in recording, modifying
or correcting information contained in the GIS database.
Operates and performs basic maintenance on assigned tools and
equipment such as pipe locators, metal detectors, computers and other related
equipment.
Identifies the location of water and/or sewer lines to
perform work projects through interpretation of maps or drawings.
May be required to work outside normal work hours in on-call
and emergency situations.
Knowledge, Skills and Abilities
General knowledge of the practices and methods used in the installation
and repair of utility lines; general knowledge of mechanical drafting and
engineering mathematics and terminology; general knowledge of utility line
repair and maintenance methods and equipment; ability to read engineering plans
and blueprints; general knowledge of the geography of the city; thorough
knowledge of the hazards of the work and of necessary safety precautions;
general knowledge of federal, state and local laws, codes and regulations
related to a water/sewer utility; ability to detect flaws in the operation of
mechanical equipment and to determine proper remedial actions; ability to
delegate authority and to plan, lay out and supervise the daily technical and
maintenance operations; ability to keep detailed and accurate records of the
work performed; ability to follow oral and written instructions; ability to
work under adverse weather conditions; skill in the use of measuring devices;
ability to establish and maintain effective working relationships with
associates, contractors, other utilities, and the general public.
Education and Experience
High school diploma or GED and moderate experience in water/wastewater
maintenance, or equivalent combination of education and experience.
Physical Requirements
This work requires the occasional exertion of up to 50 pounds of force;
work regularly requires speaking or hearing, frequently requires standing and
walking and occasionally requires sitting, using hands to finger, handle or
feel, climbing or balancing, stooping, kneeling, crouching or crawling,
reaching with hands and arms, pushing or pulling, lifting and repetitive
motions; work requires close vision, distance vision, ability to adjust focus,
depth perception, color perception, night vision and peripheral vision; vocal
communication is required for expressing or exchanging ideas by means of the
spoken word; hearing is required to perceive information at normal spoken word
levels and to receive detailed information through oral communications and/or
to make fine distinctions in sound; work requires preparing and analyzing
written or computer data, visual inspection involving small defects and/or
small parts, using measuring devices, operating machines, operating motor
vehicles or equipment and observing general surroundings and activities; work
occasionally requires working near moving mechanical parts, exposure to fumes
or airborne particles, exposure to toxic or caustic chemicals, exposure to
vibration and exposure to bloodborne pathogens and may be required to wear
specialized personal protective equipment; work is generally in a loud noise
location (e.g. grounds maintenance, heavy traffic).
