Utilities Systems Manager                                     FLSA Status:  Exempt

General Definition of Work

Performs advanced technical work planning, organizing and directing water and sewer line construction, maintenance and repair projects, coordinating work with other departments and agencies, maintaining records and files, preparing reports, and related work as apparent or assigned.  Work is performed under the general direction of the Utilities Director.  Divisional supervision is exercised over all personnel within the division.

Essential Functions

Performs duties in accordance with the City's keys to excellent customer service; acts as a team or group leader in the implementation of adopted City outcomes and goals

Organizes, directs and manages division activities including maintenance, repair and construction of the  water and sewer utility distribution and collection system.

Answers questions and provide information to the public; investigate complaints and takes corrective action as necessary.

Prepares the division's annual budget; approves and monitors expenditures authorized in the budget.

Initiates, conducts, reviews, and coordinates needed personnel transactions including recruitment, selection, classification, compensation, evaluation, promotion, transfer, discipline, and termination in conjunction with SRU Management.

Develops, implements and reviews division goals and objectives including those assigned by SRU Management.

Provides assistance to other City Departments and divisions.

May be required to work outside normal work hours in on-call or emergency situations.

 

Knowledge, Skills and Abilities

Thorough knowledge of the methods and practices of equipment and tools, construction, repair and/or maintenance of water, sewer and utility facilities; thorough knowledge of the practices and techniques of water and sewer system operations and applicable laws and regulations; thorough knowledge of the occupational hazards and safety precautions of the work and related equipment operation; ability to prepare plans and detailed reports; ability to plan and supervise the work of skilled, semiskilled or unskilled workers on a large scale over a wide area; ability to establish and maintain effective working relationships with associates, contractors, consultants, engineers and the general public.

 

Education and Experience

High school diploma or GED and extensive experience in water and sewer maintenance and construction, or equivalent combination of education and experience.

 

Physical Requirements

This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting and speaking or hearing and occasionally requires standing and walking; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data and observing general surroundings and activities; work frequently requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

 

Special Requirements

Possession of or ability to acquire Grade A Distribution, Grade IV Collection, Grade A Water Meter and Cross Connection Control certifications within two years of employment.

Possession of registration as Professional Engineer is desirable.

Valid driver's license in the State of North Carolina.
