Utility Systems Supervisor FLSA Status: Non-Exempt
General Definition of Work
Performs
difficult skilled technical work planning, organizing and directing water and
wastewater treatment, ensuring compliance with regulatory agency requirements,
maintaining records and files, preparing reports, and related work as apparent
or assigned. Work is performed under the
limited supervision of the Plant Operations Manager. Divisional supervision is exercised over all
personnel within the division.

Essential Functions
Performs
duties in accordance with the City's keys to excellent customer service; acts
as a team of group leader in the implementation of adopted City outcome and
goals.
Assigns
and oversees instrumentation, electrical, motor controls, mechanical, plumbing,
pneumatic, welding, fabricating and building maintenance duties.
Assists
with training technicians in carpentry, plumbing, metal fabrication, painting,
welding, etc.
Oversees
and reviews the work of technicians and contractors in the installation, repair
and operation of lift stations, tanks, booster pumps stations, and treatment
plant.
Consults
with contractors, engineers, and other professionals.
Assists
with ordering and maintaining parts and supplies.
Ensures
compliance with safety policies and procedures.
Implements
and reviews goals and objective regarding plants maintenance including those
assigned by the Plant Operations Manager.
Implements
policies and procedures for plants maintenance in conjunction with the Plant
Operations Manager and water and wastewater treatment plant management.
Assists
in the preparation of the division annual budget sections; approves and
monitors expenditures authorized in the budget.
Assists
with initiating, conducting, reviewing and coordinating needed personnel
transactions including recruitment selection, classification, compensation,
evaluation, promotion, transfer, discipline and termination as directed by the
Plant Operations Manager and SRU management.
May
be required to work outside of normal work hours in on-call or emergency
situations.
Knowledge, Skills and Abilities
Thorough
knowledge of modern wastewater treatment plant principles and well operating
practices; thorough knowledge of the hydraulic, chemical and mechanical
principles pertinent to treatment plant operations; thorough knowledge of the
methods, materials, equipment, tools and techniques of equipment repair
associated with water and wastewater treatment plants; thorough knowledge of
the hazards and safety precautions associated with equipment maintenance work;
ability to diagnose mechanical trouble in machines and mechanical and
electrical equipment; ability to prepare plans and detailed reports and
maintain records; ability to effectively plan and supervise the work of others;
ability to keep records and prepare reports; ability to establish and maintain
effective working relationships with regulatory agency officials and
associates.
Education and Experience
High school
diploma or GED and considerable experience in water/wastewater systems
operations including some supervisory experience, or equivalent combination of
education and experience.
Physical Requirements
This work
requires the frequent exertion of up to 10 pounds of force and occasional
exertion of up to 25 pounds of force; work regularly requires standing,
walking, speaking or hearing and using hands to finger, handle or feel,
frequently requires sitting, pushing or pulling and lifting and occasionally
requires climbing or balancing, stooping, kneeling, crouching or crawling and
reaching with hands and arms; work has standard vision requirements; vocal
communication is required for expressing or exchanging ideas by means of the
spoken word; hearing is required to perceive information at normal spoken word
levels; work requires preparing and analyzing written or computer data, visual
inspection involving small defects and/or small parts, using measuring devices,
assembly or fabrication of parts within arms length, operating machines,
operating motor vehicles or equipment and observing general surroundings and
activities; work regularly requires working near moving mechanical parts and
exposure to outdoor weather conditions, frequently requires exposure to fumes
or airborne particles and exposure to vibration and occasionally requires
exposure to toxic or caustic chemicals, exposure to the risk of electrical
shock, exposure to bloodborne pathogens and may be required to wear specialized
personal protective equipment and Bodily Fluids; work is generally in a loud
noise location (e.g. grounds maintenance, heavy traffic).
Special Requirements
Possession of or
ability to acquire mobile crane, forklift, Grade I Wastewater and Class C
Distribution certifications within six months of employment.
