Wastewater Treatment Plant Supervisor/ORC FLSA Status: Exempt
General Definition of Work
Performs
intermediate skilled technical work supervising the operation of the wastewater
treatment plant, coordinating shift schedules, insuring compliance with
operating permit requirements, maintaining records, preparing reports, and
related work as apparent or assigned.
Work is performed under the general direction of the Plant Operations
Manager. Continuous supervision is
exercised over all assigned plant personnel.

Essential Functions
Performs
duties in accordance with the City's keys to excellent customer service;
encourages and promotes a culture of excellent customer service.
Supervises
and participates in the activities and operation of the wastewater treatment
plant as the Operator in Responsible Charge (ORC) to ensure adequate treatment
of wastewater that meets all regulatory requirements.
Implements
and reviews goals and objectives regarding plant operations and wastewater
treatment including those assigned by Plant Operations Manager, Assistant Plant
Operations Manager, and SRU Management.
Implements
policies and procedures for the Wastewater Treatment Plant in conjunction with
the Plant Operations Manager, Assistant Plant Operations Manager, and SRU
Management.
Assists
in the preparation of the division annual budget sections pertaining to
wastewater treatment; approves and monitors expenditures authorized in the
budget.
Assists
in initiation, conduct, review and coordination of needed personnel
transactions including, recruitment, selection, classification, compensation,
evaluation, promotion, transfer, discipline, and termination as directed by the
Plant Operations Manager, Assistant Plant Operations Manager, and SRU
Management.
Oversees
preparation of state monitoring and compliance reports for review and approval
by Plant Operations Manager and Assistant Plant Operations Manager.
Assists
in review of plans and specifications for wastewater capital improvement
projects; assists in coordination of projects with consulting engineers and
contractors.
Oversees
basic custodial and general housekeeping, plant, and equipment maintenance
duties.
Responds
to job callback after normal working hours.
Answers
questions and provides information to the public; investigates complaints and
takes corrective action as necessary.
May
be required to work outside normal work hours in on-call and emergency
situations.
Knowledge, Skills and Abilities
Thorough
knowledge of the operation of machinery and equipment utilized in the pumping,
filtering and treatment of wastewater; thorough knowledge of analytical
principles of bacteriology as applied to wastewater treatment; ability to plan,
assign and supervise the work of plant operation personnel; ability to prepare
and present reports clearly and concisely in both oral and written form;
ability to establish and maintain effective working relationships with
associates, engineers, governmental agency representatives and the general
pubic.
Education and Experience
High school
diploma or GED and considerable experience in wastewater treatment operations,
or equivalent combination of education and experience.
Physical Requirements
This work
requires the frequent exertion of up to 10 pounds of force and occasional
exertion of up to 25 pounds of force; work regularly requires sitting, speaking
or hearing and using hands to finger, handle or feel, frequently requires
standing and walking and occasionally requires lifting; work has standard
vision requirements; vocal communication is required for expressing or
exchanging ideas by means of the spoken word; hearing is required to perceive
information at normal spoken word levels; work requires preparing and analyzing
written or computer data, visual inspection involving small defects and/or
small parts, using measuring devices, operating machines, operating motor
vehicles or equipment and observing general surroundings and activities; work
regularly requires exposure to outdoor weather conditions and occasionally
requires working near moving mechanical parts, exposure to fumes or airborne
particles, exposure to toxic or caustic chemicals, exposure to bloodborne
pathogens and may be required to wear specialized personal protective equipment
and Bodily Fluids; work is generally in a loud noise location (e.g. grounds
maintenance, heavy traffic).
Special Requirements
Possession of
North Carolina Grade IV Wastewater Treatment Plant Operator certification.
Valid commercial
driver's license in the State of
